The Retro is in rest mode. If you want it to operate immediately, unplug and plug the power supply or adjust the timer. Both will start the operation right away.

Saltron Retro Power supply only shows "- -" on the display
My Saltron Retro ran when i first plugged it in, but now shows " - -" on the display and isn't running, why?
