Salt Dip reads LO with wrench

This is a brand new meter and I have tried two sets of batteries. I know the salt level is too high, but not above 9500 ppm. What is this reading telling me? There is NOTHING in the manual or on the website that gives me a clue. By the way, believe it or not, Salt is spelled Saltt in the written manual. Really?
